北朝鮮・育児放棄の実態 〜「愛情」とは？〜(1)-PSCORE [ENG]
こんにちは！今回は北朝鮮で蔓延しているネグレクト(養育放棄)についてご紹介します。
Hello! Today we would like to introduce child abuse and neglect prevalent in North Korea.
WHOによるネグレクトの定義
ネグレクトとは、親または保護者が子供の発達または幸福を提供できないことを指します。 子供たちは、健康、教育、情緒的発達、栄養、または住居の提供などの側面で放置される可能性があります。
WHO definition of neglect
The failure of a parent or other responsible adults to provide for the development or well-being of a child. Children may be neglected in areas such as health, education, emotional development, nutrition, or shelter.
身体的ネグレクト
多くの場合、両親は長期間家にいません。そして人口の40％は食糧を得る余裕がありません。 したがって、北朝鮮の子供たちは食糧と栄養不足が原因で身体的ネグレクトを経験します。
「親が子供を極度の貧困の中で見捨てるケースがあります」
脱北者は、両親が子供を育てる余裕がない場合、あらゆる年齢の子供たちが頻繁に見捨てられると証言しました。
「仕方がありません。 私の子供は当時3歳か4歳で、世話をする人は誰もいませんでした。」

Physical Neglect
Parents are often not at home for a long period of time, and 40% of the population is unable to afford food. Therefore, children in North Korea experience physical neglect due to a lack of food and nutrition.
“There are cases of parents abandoning their children to extreme poverty”
A defector stated that children of all ages are often abandoned if parents cannot afford to raise them.
“It can’t be helped. My child was 3 or 4 Years old at the time and there was no one to look after him.”– Han So-Young
医療ネグレクトとは、親または保護者が子供にとって適切な医療を受けさせられない状況のことです。 これにより、子供はより深刻な病気や死の危険にさらされます。 北朝鮮の公的医療は存在しますが、不足しておりほとんどが効果的ではありません。
北朝鮮の子供たちは、プロパガンダ行事やスポーツのために厳しい体力トレーニングさせられることが多いため、怪我をします。 COIの報告では、マスゲームの準備をしていた子供が非常に激しい訓練が原因でしばしば気を失ったことがわかっています。 このように過酷な訓練や薬の不足が原因で子供が亡くなることもあります。
Medical Neglect
Medical neglect can be described as a situation in which parents/ guardians or caregivers fail to obtain appropriate care for a child. In doing so the child is put at risk of further illness or death. Public healthcare in North Korea exists but is rarely sufficient or effective.
Children in North Korea get injured because they often undergo rigorous physical training, either for propaganda events or for sports. The COI reports highlight an account where a child that was preparing for the Mass Games was subject to extremely intense training and often fainted as a result. Sometimes children also die because of the training and missing medication.

教育ネグレクト
①労働時間
子供たちは児童労働に搾取されるため、生徒は学校の時間内にも関わらず学外で過ごすことがよくあります。
脱北者によると、学生が最小限の米と野菜を与えられている限り、学校時間中の労働者は合法なのだそうです。 学生はいつも過労の状態にあります。
②過酷な訓練
COIのレポートによると、学生はほとんどの時間を非学問的な活動（マスゲームやその他の強制的な大衆プロパガンダ行事の準備）に費やしています。 マスゲームの場合、生徒は訓練のために4～6か月間学校を欠席します。これは非常に過酷で、朝から晩まで毎日続きます。
Educational Neglect
1. Labor time
Students spending time outside of school during school time often, because children are used for child labor.
2.Training
According to the defectors, laborers during school time are legal as long as the students are being fed the minimum of rice and vegetables. Students are often overworked.
